Discretionary Housing Payments Policy

Consideration was given to a revised policy for use when dealing with requests for discretionary housing payments. Whilst Government funding for 2013/14 had been increased in recognition of the impact of the welfare reform programme on recipients of housing benefit, it was recognised that such payments represented only a temporary solution. Concern was expressed that demand for the limited funding would be considerable and the situation would be monitored through the Finance and Property Advisory Board.
The Cabinet resolved that:
The updated discretionary housing payments policy set out at Annex 1 to the report be endorsed.
Reasons: As set out in the report of the Director of Finance and Transformation.
